BlockStateTag does not work for buckets

Using a lava bucket with a BlockStateTag (`/give @p minecraft:lava_bucket{BlockStateTag:{level:3}}`) behaves like a normal lava bucket.
There is no difference if the 3 is in quotes (").
Related to MC-143832.
