Casting issue: Sweep particle from sweep attacks loses precision at high distances froom the world origin

Split from MC-88330.

When a sword's sweep attack is used, a particle is produced that emulates a fast movement effect. However, at high distances from the center of the world, this particle loses precision. Note how in the far example provided in the images, the particle exists exactly at the corner of the grass block, whereas in the close to the center of the world example it's closer to being right in front of the player.
