dogs and cats are not teleporting to me or other pet owners. they follow along until you loose them and you have to find them. they are supposed to teleport once you get 12+ blocks away but we can be 20 blocks or 2-4 chunks and they still refuse to teleport. or they will be 5 blocks away from you then teleport to you, this is not server lag. this is happening on most servers i play on and single player. if parrots are supposed to tp then they are not teleporting either.

We're actually already tracking this issue in MC-157494, so I resolved and linked this ticket as a duplicate.
However, that ticket has already been resolved as Fixed. The fix will arrive in the next version or is already included in the latest development version of the game.
If you haven't already, you might like to make use of the search feature in the future to see if the issue has already been reported.
