Additional map is created when using an empty map in Creative in a newly created world

The bug

When in creative mode, right clicking on an empty map creates two maps: a blank version that can stack and doesn't fill in and the real map. This only happens the first time an empty map is used.

To reproduce

1. Create a new world

2. Get an empty map

3. Use the empty map, maybe a few times

4. Select the item slot next to the empty map

5. Fly around
   → ❌ The map doesn't update

Reloading the world seems to solve the issue.

Note

Update for 19w42a:

It still creates a duplicate but after you already have done it once. And the duplicate maps now update. But two maps are still being created after the 2nd click upon an empty map.

It reverted back to before 19w42a
