Zombies not picking up items in 19w40a. put any amount of zombies in a small location, drop multiple items in, and 0 zombies pick up the item thrown in.

How have you spawned the zombies? Not all zombies can pick up items. If you have used a command, you might just have summoned only zombies that cannot pick up loot.
I spawned them with zombie spawn eggs through a dispenser. I've also had zombies spawning randomly, but not as many.
This ticket has not been updated in a while and we weren't able to reproduce it in the latest version of Minecraft, so this issue is being closed as Cannot Reproduce.
