If you're using optifine:
1. Don't report bugs here. Any mods invalidate any bug reports you make, only file them if you can reproduce in vanilla.
2. Go update or uninstall, this is a very common bug in it 😉

im not using optifine this happens at previus versions aswell, cant figure out what it is, but i went in a server and no one spoke (the server was full) so either everyone has a problem with the chatt or (the most likley option) that theres only a problem for some, thank you for your time and good luck with the bug fixing 😉

Go into the escape menu, multiplayer settings, chat settings and see if chat is turned on.
