When spawning double spruce and jungle trees, they won't generate if there's a block next to the saplings placed diagonally to the north-west direction. All other directions work as expected. Tested by spamming the saplings with bonemeal for about 20 seconds each.
Tested in Vanilla 1.14.4, one of the screenshots uses fabric modded client to clearly show directions on the minimap.

The fact that blocks placed diagonally to the north-west direction stop the sapling from growing is intended, and that the other three directions aren't is a bug. So this is actually a duplicate of MC-118980.
