Soul sand above ice, packed ice, or slime blocks has no extra slow down effect anymore

Seems to be fixed in 19w46a.

Or does "extra slow down effect" mean that it isn't as slow as it used to be?

Ice below soul sand used to slow down the player more than just soul sand by itself, and that still doesn't seem to be fixed.
