Packed Ice is usually expected to amplify the slowing property of Soul Sand when placed underneath, as is noted on the wiki.
However, walking on Soul Sand that has Packed Ice underneath is the same speed as without.
Easily recreated by simply walking on Soul Sand with and without Packed Ice underneath.
