If flint and steel is used whilst in hand or in a dispenser, it works the same in all mecanics except for the detonation of creepers. Clicking a creeper with a flint and steel forces the creeper to blow up, but having a creeper in front of a dispenser with a flint and steel inside does nothing (if the block in front of the dispenser, and the one below that are both air).

We're actually already tracking this issue in MC-39821, so I resolved and linked this ticket as a duplicate.
