The bug
In the 1.15 snapshots, lava does not produce smoke particles during rain. In previous versions, lava emits smoke regardless of the weather.

What are your graphic settings? Your particles might be set to minimum. Try the process again with particles set to all.

Appears to be fixed in 20w06a. Someone else please verify.
Also it should be noted that, in contrast to what the descriptions says, this issue doesn't look like it has been introduced during 1.15 development phase. I don't get particles in 1.14.4 and 1.13.2 either. I see particles in 1.12.2 tho.

Can confirm that this has been fixed in 20w06a. Probably caused by the fix for MC-131770.
