When you save structure with redstone block , the structure as been save in cache.

We're already tracking this issue at MC-105595, so I will resolve and link this ticket as a duplicate.
This is intended like it is, for security purposes.
If you want a structure block to save to disk and cause a permanent effect, you need to use the GUI.
If you haven't already, you might like to make use of the search feature to see if the issue has already been mentioned.
