When shooting a spectral arrow at an enderman, the enderman escapes but he is affected by the glowing of the arrow even thought the arrow passes right through the enderman.

The spectral arrow misses the enderman because he teleports away and hits some other mob behind it. But it also puts the glow effect on the enderman
