This might be an oversight because when I break blocks, both Survival and Creative, it creates quite a bit of particles. I have set my particles to minimal but still create the same amount of particles and is noticeable. Screenshots aren't needed for this evidence but it's whenever you test the Particle Setting for yourself on a test world.
