Turtles Spawned In Water Using Egg Do Not Have Normal Behavior Until They Float To Above Surface

When a turtle is spawned in the water using a spawn egg, it very slowly floats up to above the surface of the water. When the bottom of the turtle is at the surface of the water, its normal behaviors "kick in".
