Aquatic mobs don't move below sea level

Aquatic mobs no longer move when they are below sea level

How to reproduce

1. Go to an ocean and underwater

2. /summon minecraft:cod
   → ❌ Cod won't move

3. Build a fish tank above sea level

4. /summon minecraft:cod
   → ✔ Cod will move
