Guardians and elder guardians never moving beneath sea level; guardians and elder guardians AI seem broken

I noticed they were still moving right after I summoned them, floating above the ocean and dropping them in. Building a water-filled area above sea level, guardians were moving in there. It probably happens only below sea level, or at least around that height.
