[MC-165733] Dispensers cannot milk cows or obtain stew from mooshrooms

This is inconsistent because buckets can retrieve water and lava from other sources.

Will probably be marked as WAI, but given how Mojang have been treating dispenser functionality tickets recently I'd rather have them confirm whether it's intentional or not.
