[MC-165782] Blocks appearing after breaking

I am doing a nether highway,but everytime I break a block,it reappears

How to recreate:
1. Get a Efficiency 5 pick
2. Break blocks with low durability(In my case, netherrack)

I know this was in other versions,but it's back again
