[MC-165628] Blocks sometimes reappear after being broken

I was gathering some sand with an Efficieny IV Diamond Shovel.

Upon breaking the block, it sometimes 'spawned' back in the same position, as seen in the attachment.

Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report (minecraft/crash-reports/crash-<DATE>-client.txt) here.
