Can't summon iron golem if there is snow layer under the iron blocks(the arms) or under water

When I try to build an iron golem, if there is snow (1 layer of snow to be more specific) under the iron blocks arms or even under water (I don't know if I'm supposed to do so) the iron golem would never get summoned.
