Ender dragon flies in cycles in over world
wich the need of ender dragon in worlds like in maps and servers
in past it was just doing nothing now it fly in cycles

We're already tracking this issue at MC-162618, so I will resolve and link this ticket as a duplicate.
As can be seen there, this is not considered a valid bug, as the ender dragon is not supposed to be summoned in the overworld.
