[MC-166915] concrete powder not converting on top of waterlogged blocks

Concrete Powder when over the top side of waterlogged blocks dose not convert. Even though it converts on the sides and bottom of the waterlogged block.

This seemed to have been fixed in a previous version as bug report MC-131868

says. But it seems to either not have been fully fixed or came back in 1.14.4.

It should be like that, concrete powder needs to be in water to convert, not above.

It has been like this since concrete was added – the powder needs to contact the water in order to convert. When resting on top, there is a gap
