[MC-167039] Right-clicking on a spawner with the same mob spawn egg as in spawner plays hand animation and consumes the spawn egg

The player can successfully right-click on a spawner with the same kind of spawn egg currently being used.

Steps to Reproduce:

Place down any spawner type
Right-click it with a spawn egg
Repeat step 2 with the same spawn egg type

Expected & Observed Results:

❌ - The spawn egg item is used and the arm swing animation plays.
✔ - The item would not be used, as nothing is being changed.

Notes:

Issue was previously fixed in 20w22a, but is still a problem in the latest version
Reproducing this issue with spawner minecarts is currently blocked by MC-110427
Affects trial and regular spawner blocks.

We generally do not add old versions to the "Affected versions" field. We only really care for the currently latest version.

You even consume the spawn egg in survival when right clicking it with the same spawn egg. The spawn egg shouldn’t be consumed in survival, when the hand animation wouldn’t play.
