Still cannot reproduce. Please, tell me if the resource packs "Default" and "Programmer Art" are colored red, and their description saying "Incompatible (Made for an older version of Minecraft) "? In which the game thinks that the textures are outdated.

UPD: I fixed this by deleting the entire Minecraft folder entirely
