Still cannot reproduce. Please, tell me if the resource packs "Default" and "Programmer Art" are colored red, and their description saying "Incompatible (Made for an older version of Minecraft) "? In which the game thinks that the textures are outdated.

DrownedZombie, yes. Resource pack are colored red (look screen) 

This is probably the same issue as MC-165967.

1.15 still 

UPD: I fixed this by deleting the entire Minecraft folder entirely

Resolving this as CR then.
