When I hold down the escape key the menu pops up for a second then disappears and opens and closes my inventory rapidly. I'm not sure what has caused this issue but I've tried reinstalling minecraft and still nothing has happened. When I try to exit my inventory with escape it also just reopens my inventory.

Please provide a small video with the debug screen enabled (hit the F3 key) demonstrating the issue.
Here is the video of me doing the glitch again but with the debug screen open. It again exceeds max size so I have a link to it.
None of key bindings were conflicting but 1.15 seems to have fixed the issue.
I still have no clue what the problem was but it seems to be working just fine now.
Cannot reproduce.
