[MC-167362] Item frames are bright for a brief moment when placed

An item frame may often turn bright for a moment when placed.

What I expected to happen was...:

The item frame is at an appropriate light level when placed.

What actually happened was...:

The item frame turned bright when placed and then quickly went back to normal.

Steps to Reproduce:
1. Make sure you are in the dark; it is more noticeable.
2. Place an item frame in any direction.
3. Look carefully, the bug is very brief.

Interesting. I noticed the dark item frame bug reported here, but mine was bright rather than dark.

I'm able to confirm this, as well as MC-166413. This issue only seems to happen once until you load the world and is only visible the first time you place an item frame in the dark. MC-166413 happens every time you place an item frame somewhere where it's bright.

Edit: Seems like this issue is more difficult to reproduce than I originally thought, now I'm no longer able to get it to occur.
