Teleport into unloaded chunk causes fall / crashes server

Teleporting away to an unloaded chunk with target location Y being greater than the starting point is successful.   

If a player teleports to an unloaded chunk with the target Y being equal or less than causes the player to fall.  The game does attempt to correct and pops the player back (with fall, crunch sounds).  If the chunk doesn't load fast enough, player will get stuck in blocks below Y target and suffocate.  If there is water below the target, and the target is solid, player will fall down in the water and sometimes will get corrected.

 This issue also existed in 1.14.4 but would also occasionally cause the server to crash if more than 1 player was online.
