[MC-167561] All players can make a dog stand up or sit down

In our realm, all players could right-click a dog to make it stand/sit but should only be capable to do by the owner of the dog. This was triggered in a realm server and right after the dog was tamed

Should be marked as fixed as a ticket was marked as fixed but then as a duplicate of this

Unsure if it's needed to have the ticket in which the resolve as fixed, then changed to duplicate, happened, but just in case, it was MC-171999.

I'm playing in 1.15.2 on a vanilla multiplayer server, and this is still an issue for me. One specific player can make my dogs sit or stand, but is not happening with any other player or their dogs.

@unknown, this issue has been fixed in a snapshot for 1.16.
