[MC-167829] Leash knots, paintings and item frames do not have outlines when targeted

Inconsistent with other strictly stationary objects such as signs. Also a parity issue, as item frames do display outlines on bedrock edition.

Summon a lead knot, painting, or an item frame.
Look around the edges of the lead knot/painting/item frame closely and take note as to whether or not they have block outlines when targeted.
