[MC-167957] Horizontally fired rockets can create footstep sounds

Horizontally fired rockets create footstep sounds when gliding near the surface below them. This does not happen every time.

Build the setup as shown in the attachment below. setup.png
Ensure that you have subtitles enabled in your accessibility settings.
Place some firework rockets inside of the dispenser.
Use the lever to activate the dispenser multiple times in order to shoot multiple firework rockets.
Listen closely as the firework rockets fly over the trapdoors.
Take note as to whether or not firework rockets produce footstep sounds and subtitles when coming into close contact with blocks.

The Bug:

Firework rockets produce footstep sounds and subtitles when coming into close contact with blocks.

Expected Behavior:

Firework rockets would not produce footstep sounds and subtitles when coming into close contact with blocks.

This issue was present in 1.19.4 but no longer occurs in 23w12a. This issue has been fixed in 23w12a.
