The fishing rod texture does not change when fishing and the fishing line and bobber cannot be seen (invisible).
I can only re-create this bug on a 1.15 server (won't let me log in from any other versions).

Also please check if this also happens on a vanilla server. We do not provide support for modded versions of the game, including server mods such as paper.
Can you reproduce this in 1.15.1?
