The terracotta got updated in the texture update, but not the stained terracotta. They are similar blocks so I thought they would look the same but different color, but it wasn't.
I even made them have new textures in my resourcepack if you want to see them.

We're actually already tracking this issue in MC-161716, so I resolved and linked this ticket as a duplicate.
