[MC-168917] Negative quick charge enchantment doesn't work on crossbow

Before 1.15 there was an ability to slowdown charging crossbow using negative level quick charge. In 1.15.1 it charges like normal crossbow.

Can confirm. This happens in the newest 1.16 snapshot (20w17a) as well.

it is natural that at -1000 the crossbow will charge so slowly
