All mobs except players can control tamed llamas

The bug

Tamed llamas cannot be controlled by players, however mobs as passengers can control them.

Expected would be that mobs as passengers cannot control llamas either.

How to reproduce

1. /summon llama ~ ~ ~ {Tame:1b,Passengers:[{id:husk}]}

2. Spawn a villager
   ❌ The husk controls the llama
