Villagers breeding without enough beds

My base only has 4 beds in it. This is intentional so that the 4 villagers I use all the time don't breed unless I want them too. This has worked for the past 2 versions as it's intended. (1.14.4 & 1.15) However; now, in Minecraft Java 1.15.1 my villagers won't stop breeding. I don't have any other beds anywhere. 4 only. I have 2 master farmers and 2 novice or journeyman librarians. They bred randomly a couple times, and I got rid of the babies. But I just had both pairs breed on their own. I now have a base with 4 beds, and the villagers just bred 2 more on their own.

Older villages I revisit are exploding with kids since the nether update. I revisited a village today I had created a month or so earlier with the exact number of beds per villagers and there were 5 extra villagers with no beds. I made new houses and workstations to accommodate them and the next morning there were kids running around. I cannot catch up. I moved houses in closer and made sure the bell was centrally located to no avail. I do not know what triggers this behavior and I won't go back because I don't know how to stop the behavior.  It may be that providing workstations, specifically composters, begins the excess breeding. Java version. No mods.

Please check if that's still an issue for you in the latest 1.16.5 stable release or the latest 1.17 development snapshot.
