Activation of elytra is possible even with the levitation effect

(Also affects 1.15, it's only allowing me to select 1.15.1, it's saying "No Matches")

I think this may have been caused by snapshot 19w42a making it possible to activate when flying up.

Sidenote: I am unsure if this was intentional, but I'm reporting it just in case it wasn't.
