[MC-16937] Shooting an arrow into the nether portal can hurt anybody when PvP is disabled

The bug

When I shoot an arrow into the nether portal it will be damage me when I get into the portal, and can damage anybody who is standing on the other side of the portal. PvP was disabled.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
