[MC-169786] Execute if block on a loop will force the chunk the block is at to stay loaded.

execute if block 3094 73 1964 minecraft:dirt run say hi

When you leave the chunks that this block is at but the command stays running, the chunk will stay loaded until you either turn off the command, or save and quit. Turning on the command won't work until you've entered the chunks again.
