It's similar to MC-168511 and MC-153901
In survival mode, i killed more than 100 wither-skeletons myself by a diamond sword with looting level III. They dropped lots of coal, bones and stone swords, bur no wither-skeleton-skull at all. When i at last time tried this in 1.13.2 i got about 5-6 skulls. Not tried in 1.14.x
So please check, what is going wrong.

Have 1.15.2.pre1 installed and gone hunting wither-skeletons.
I killed 16 wither-skeletons, got 47 coal, 57 bones, 3 stone-sword and finally 1 wither-head-skull. Fine.
1 also killed 2 Magma-Cube biggest size - no magma-cream. Problem???

Cannot reproduce. Got wither skeleton skulls using a diamond sword with smite 5 and looting 3 in 1.15.2 Pre-Release 1.
