This is because dead bushes are supposed to generate on all terracotta. This is more of a generation feature rather than a bug.

Discovered MC-186181 which possible also explains this bug & MC-186196

The reason they spawn on the terracotta but not the sandstone is because the same vegetation patch is used in badlands, and allows it to be placed on all terracotta. (see https://static.wikia.nocookie.net/minecraft_gamepedia/images/5/5f/Modified_Badlands_Plateau.png/revision/latest?cb=20201108171652) It just shouldn't generate inside this structure.
