Untamed wolves only beg for food while being angry and jumping

The bug

Untamed wolves will only beg (tilt their head) for food while being angry and jumping towards you. However, if the wolf is just in the air, it won't beg.

How to reproduce

1. Have any food item and summon a wolf (/summon minecraft:wolf).

2. Punch the wolf and keep holding the food item.
   → ❓ The wolf doesn't beg (see MC-84789)

3. Wait for the wolf to jump towards you.
   → ❌ The wolf starts begging
