[MC-170802] Concrete powder will pop after falling through cobweb

Concrete that falls through cobweb will pop if there is a solid or air block under it.
Should there be a water block (source of flowing) the powder will turn solid.

This sounds like MC-2085, which has been resolved as Working as Intended more than 6 years ago.
