– Update your graphics card drivers. (Do not rely on automatic updates)
– If you are using Java arguments to increase the amount of memory, please reduce it to the default 2GB.

Although the scope of MC-15224 was changed recently, its previous title was "Saplings can grow with dirt above," which was fixed in 1.16 Pre-release 3. This leads me to believe that this is working as intended, but I'll leave it up to the developers to decide.

This is working as intended, as per the snapshot 18w10c changelog:
Water can flow out these blocks, but can not flow into them. When full of water, they will count as water blocks for all gameplay (such as swimming).
Hi, thanks for the report! I'm unable to reproduce this problem, although I tried various potential causes for the issue. In order for us to more properly test the issue, could you please force a crash of your game, and attach the generated crash report to this report? You can force a crash by holding the F3 and C keys for 10 seconds (hold until the game crashes). Then, to find the crash report, you can go to the crash-reports folder within your Minecraft data folder. The report you should attach here will be named with the date of whenever you do this. Thanks! 🙂
