[MC-171788] Parity issue: Bone meal behaviour on small flowers

Porting over parity issues to the issue tracker due to the announcement on the Mojira Discord.

In Bedrock Edition, when bone meal is used on a small flower, other small flowers are generated in the vicinity of it, without any extra grass. This feature does not exist on Java Edition.

The new policy about parity issues is not in effect yet, and even with the new policy that is under discussion, this would not be a valid bug report. Resolved as a feature request.
