[MC-171905] Clicking on Redstone Ore blocks interactions

Attempted to Right Click a Redstone Ore block with a water bucket, but it gets block as it activated the Redstone Ore.

How do you know? Doesn't seem intended to me, that has never been a thing in previous versions
