[MC-172057] Bone meal only works on warped/crimson fungi when on top of nylium

The bug

Warped/crimson fungi can be placed on grass, dirt and many other blocks. But when using bone meal on the fungi while on top of non-nylium blocks, they wouldn't grow into large fungi. Also mentioned in @unknown's video.

This is probably intended in 20w09a.
There used to be a bug in the prior versions where the fungus wouldn't grow on the block it was bone-mealed on (see MC-171731)
