I think this is fixed in 1.16.2

I can still reproduce this with the given seed and coordinates in 1.16.3-rc1.

Can confirm in 20w51a, using the provided seed and coordinates.

Can confirm in 1.17.

This issue is currently blocked by MC-239041.
