[MC-172415] Watter in the neather

In certain sub-chunks the texter for lava a water switch. other then appearance it acts normally.

See if the issue persists with all data packs disabled. Also please provide a screenshot targeting the water texture with the debug screen enabled (hit the F3 key) demonstrating the issue.
