I started my singleplayer world to find that all of the block and item textures had been turned white, with the exception of the chest and ender chest (to my knowledge). All mobs still had their texture. Changing to another world didn't fix the problem.

Please provide a screenshot with the debug screen enabled (hit the F3 key) demonstrating the issue.
Also please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report (minecraft/crash-reports/crash-<DATE>-client.txt) here.
I promise I don't have any resource packs on. I just opened up Minecraft and it looked like that.
Also, notice how the chest isn't changed. I believe in the resource pack you're referring to, the chest is also white.
Have you checked you do not have a resource pack selected.
I know a resourse pack that looks exactly the same as your images.
